EXPLANATION OF BILLS AND AMENDMENTS
 
S39 – “Educational Savings Account” Entitlement program which appropriates tax funds for private school and homeschool program vouchers.  Government spending on private schools is actually a violation of the S.C. Constitution and, based upon observation of these programs implemented in other states and countries, will ultimately lead to federal and state control of testing, policies, and curricula.  House leadership blocked the progress of the better option -S285, which passed in the senate and would have incentivized private scholarship donations from businesses through tax deductions. H3604 – “Appropriations” Approved a massive $1,300,000,000 incentive package to bring Scout Motors, a “woke” corporation with a robust DEI (Diversity, Equity, and Inclusion) agenda, to SC.  Crony big business deal gave $400,000,000 of that in cash to build an electric vehicle factory to Blythewood.  Projected to “create jobs” – a term used by liberals to grow fascist public private partnerships – the state will be spending about $325,000 per job expected.  Legislators who voted for this bill have also been quick to approve a bloated budget full of pork barrel spending. Amendment 22 to H3594, the “Constitutional Carry Act” Amendment would have deleted section 16 of the bill, which is a gun control measure to expand confiscation of firearms from just those convicted of violent felonies to now include all persons convicted of ANY felony.  Grandmothers convicted by the federal government of “federal conspiracy against rights” for protesting at an abortion clinic will now have their firearms confiscated and be charged with a gun crime if they are found in possession of one. S284 – “Development of Workforce Housing” This bill forces taxpayers to pay for other people’s housing.  Uses the local accommodations tax to develop low income housing.  Promotes serfdom through government control of the housing market.  The republican answer to making housing affordable is to stop the money printing and borrowing causing inflation and to reduce the big government programs killing the middle class - wasteful spending, big business handouts, rampant taxation and regulation. 
 
Amendment 15 to H3726, the “Statewide Education and Workforce Development Act” Amendment to another government expansion bill would have prevented state or local agencies involved in workforce development programs created by the bill from hiring employees or expending funds to produce diversity, equity, and inclusion (DEI) training.
 
S915 – “Executive Office of Health Policy” a.k.a. Health Czar Bill - Centralization and expansion of bureaucratic power over public health regulations (which serve as laws) by placing decisions currently made by the governor, senate, health boards and committees under the control of a Secretary of Health and Policy.  Recommended by U.N. Amendment 10 to H4624, the “Help Not Harm Act” – Immediately after most of our representatives voted to table this reasonable amendment, Riley Gaines tweeted her outrage that our “Republicans” would oppose criminal penalties for doctors performing gender transition surgery on a minor in S.C.  Thankfully, the public outcry was enough to save the bill with a last minute redemptive amendment from those who squashed this essential enforcing measure.
 
H4364 – “Alcohol Delivery and Curbside Pickup” Padding the State’s pockets with a $400 biennial fee (license) from liquor retailers to continue delivering alcohol or allowing curbside pickup for businesses. This does nothing to protect people from the damage done by substance abuse; it only grows government profit from the alcohol market. More than half of the bills passed this session levy new fines associated with increased regulation, fees, and licenses which place more financial burden on the people of this state trying to earn a living.
 
H3014 -  “Clementa C. Pickney Hate Crimes Act”  Would give special protection to particular groups and enhance penalties for crimes committed against these groups, such as LGBTQ+.  In other states, this legislation has been quickly followed by thought and speech crime bills.  Motive is already considered when determining penalties for murder and lynching by mob.  Passing this bill, promoted by the chamber of commerce, would increase our competitiveness for companies seeking high ESG scores.  Click HERE for more information.
 
H3676 – “Convention of States Resolution” Supported and funded by the very career politicians and NGOs who profit from the money laundering bankrupting our country, the Article V Constitutional Convention has amassed so much support that legislators are succumbing to the public pressure to fix our government by this very dangerous method.  Please watch this explanation for why many who used to support such a call to action have changed their minds.  Starts at the 4:00 mark.   Click HERE for more information.
